Tracking National AIDS Funds & Expenditures
The Uganda AIDS Commission required a system to support routine tracking and reporting of national AIDS expenditures, from funding sources to service delivery points, under the NASA (National AIDS Spending Assessment) framework.
The application needed to collect very granular data, the Financing Sources needed to indicated how much money they have spent on their implementing partners and their corresponding Financing Schemes and Revenue Streams; Service provider indicate how much money is received from Financing Agents, how they spent it categorised by AIDs Spending Category, Beneficiary population and Production factors.
What We Achieved
Verton, in collaboration with Makerere University School of Public Health, developed a web based system to track financial flows and expenditures across multiple levels. The system needed to handle complex data relationships between Financing sources, Financing agents and Service providers. The result is a powerful tool that provides real-time visibility into how AIDS funding moves through the system, enabling better policy decisions and stronger accountability. The application was used during the collection of data for the NASA exercise conducted in the year 2023 for the data collected for the years 2017/2018 and 2018/2019.
The prize from the system is the DCT report which is a trail of all the funds received and how they were spent on the different AIDS spending dimensions.
